The 4th meeting has taken place on 6th and 7th May 2004 in Madrid. The meeting was organized by the Vice President Mr. Javier Garcia-Monsalve, President of the Associación Espanola de Dirección Integrada de Proyecto (AEDIP), Madrid.

Mr. Javier Garcia-Monsalves as host welcomed the attendees of the Annual Meeting of ICPMA in Madrid.Prof. Diederichs announced the agenda of the meeting and portrayed the objectives and situation of the International Construction Project Management Association (ICPMA).

Conference 1: Germany - New publications about specifications and scope of work of Construction Project Management

The AHO (Committee of engineering and architects associations and chambers for the regulation of fees) and DVP developed and published guidelines to calculate the fee for PM, either with given fee tables or by a suggested range for monthly billing rates. User care is either one subject of the PM or might be delegated to an independent project controller. Concerning the acquisition of PM-Projects the demand of the German market and the different stakeholders of a project were presented.

Conference 2: Spain - Situation of Construction Project Management in Spain

  • Only 5% of the Construction Projects in Spain are with external PM
  • 5% extra cost of total construction cost for external PM/PC ? owner tries to save 5% of cost by not investing in PM/PC but handles the project only with a main contractor
  • key-issue to keep the final building costs ~ 5% below the calculated budget
  • The Spanish law does not give any guidelines about scope and content of PM-contracts.
  • Main question: responsibility for content or scope of work of PM/CM
  • Potential new contact for ICPMA: Univ. Professor in Madrid for Architecture giving lectures on PM
  • Conference 3: Czech Republic - Situation of Construction Project Management in the Czech Republic

  • Demand for PM in Czech Market is only ~0-5% in the public sector
  • Banks ask project developer to put in independent PM/PC
  • PM give priority to quality and cost control
  • Main competitors for independent PM in the Czech Market are designers and architects (e.g. EC Harris)
  • Conference 4: Netherland's Situation of Construction Project Management in the Netherlands and United Kingdom

  • Engineering Construction: Fluor Daniel, ABB Lummus Global, Kvaerner Process (all have 90 years (C)PM experience);
  • Infrastructure: Fluor Daniel, Balast Nedham, MBG/CFE;

  • Potential new contact for ICPMA: Prof. Joop Halmann gives lectures in CM at the University of Eindhoven and Twente
  • Conference 5: Switzerland Situation of Construction Project Management in Switzerland

  • CPM is included in the scope of work of the architect (recommended by SIA but not enforced by law)
  • Fee for CPM reduces the fee of the architects about ~35%, which is totally different to Spain
  • The market fails to adopt PM-fee recommendations by SIA and only offers less than half price
  • Good clients in the Swiss market are banks and the pharmaceutical industry
  • Conference 6: United Kingdom Situation of Construction Project Management in UK

  • In ~ 40% of the construction projects in UK the PM is the key-player
  • Project management services split into seven procedural functions or stages:
  • Approval in principle => budget cost => design => tender => construction => commissioning => evaluation
  • Thereby the components of the services might be understood as parts of a "Shopping-list" for the client.
  • The strongest differences in Project Management in Europe are caused by the different cultures.

    Working Groups

    1. Knowledge Management

  • Definition of topics of annual meeting and publication 2005, like risk management, financing, fees, claim management, fast track projects.
  • The articles of every member shall be delivered, collected and distributed in advance of the Annual Meeting. On the Annual Meeting the contents have to be discussed and afterwards the publication has to be prepared.
  • The professional seminars might be attended by corresponding members.
  • Case studies and examples presented on the Annual Meeting shall give a better idea of structure and problems in projects in foreign countries
  • Homepage: CVs of all members shall be delivered to leithe@gccbau.uni-wuppertal.de within the next 2 months
  • For the continuous administration of the homepage a professional web-master shall be engaged
  • Question of internal or external knowledge management on the web site: At first knowledge shall be gathered and approved by each association of every country. Subsequently, the final approval is up to the ICPMA-decision board.
  • Experts for special topics of each member country shall be named on the web-site

    2. Public Relations, Marketing, New Members, IT-Platform, Existing Associations

  • No brochure at the moment (finance)
  • Every member has to spread the information about ICPMA in his country
  • Decision on next year’s annual meeting if it’s worth to make a seminar October 2005
  • 3. Scope of services and fee models for PD, PM, FM

  • Varying roles and responsibilities of project stakeholders on international scale

  • Tasks of decision-board: Assessment of Knowledge, financial plan/budget p.a. and calculation of the membership fee p.a.
  • One vote per country, decision by 3 50% of votes (simple majority)
  • Budget for web administration 6.000,00 € p.a.
  • Membership fee 1.500,00 € p.a. per country
  • Forum fee paid by attendees
  • Membership lasts 5 years, 1 extension possible
  • Election of new members by the board
  • Articles of Association have to be developed, Mr. Yadoo will contact CIOB concerning Articles of Association
  • Election of President and Vice President 2004

    Javier Garcia-Monsalve was elected as president unanimous for the period 2004/2005 . His president term will end at the 6th of May 2005 in Prague. Jan Zemánek was elected as vice president unanimous. He will become president at the 6th of May 2005. As former President of ICPMA during the year 2003/2004 Claus J. Diederichs became honorary member of ICPMA.

    The following themes have been defined for the next annual meeting in Prague:
    1. Risk Management in Construction Project Management
    2. Legal position and responsibility of Construction Project Managers

    Objectives 2004-2005. Summary of the Results / Future Proceedings / Leave Taking
